국방 공급망 품질경영 수준 측정을 위한 모형 개발 연구

Abstract

Purpose:

This paper treats a defense-supply chain quality management model for analyzing the Korea defense industry.

Methods:

Various literature, the quality collaboration index for supply chain management model proposed by Korean Standards Association and shared growth index presented by Korea Commission for Corporate Partnership are reviewed to develop the defense supply chain quality management index and model based on the method presented by Hafeez et al.(2006). In addition, based on the proposed model, we survey the supply chain quality management efficiency including focused group interviews in the defense industry.

Results:

We propose a defense-supply chain quality management index and model for analyzing the quality level between the parent companies and its partners. In addition, the results of applying the model are proposed to improve the quality of military items.

Conclusion:

A model is developed for improving the quality of military items. This proposed model will be adopted to enhance the quality of military items.

1. 서 론

자주국방의 기치 아래 명품 무기라 불리는 K 계열 전차와 자주포, 이지스함, 고등훈련기 등 다양한 국산 무기체계들이 개발되었다. 이러한 무기체계는 과거에 도입된 무기체계보다 매우 복잡하기 때문에 단일 기업에서 모든 부품을 생산하여 조립하는 것은 불가능하다. 따라서 하나의 군수품을 생산하기 위해 무기체계를 최종 조립하는 체계업체를 필두로 다양한 협력기업들이 필요한 부품과 서비스를 공급하는 형태로 협업하고 있다. 이렇게 생산된 무기체계들은 대한민국의 안보와 무기체계를 운영하는 장병의 생명 보호를 위해 높은 품질 수준을 만족해야 한다. 고품질 무기체계를 생산하기 위해서는 무기체계를 구성하는 최하위 원(부)자재부터 부품 그리고 반제품에 이르는 다양한 구성품 또한 높은 품질을 만족해야 한다. 따라서 체계업체는 협력기업과 긴밀한 관계 유지를 유지하여 공급망(Supply Chain) 내부에 고품질의 원부자재 및 부품이 유통되도록 노력해야 하며 협력기업에서 제공하는 서비스 또한 목적에 부합하면서 고품질을 달성하도록 유도해야 한다. 또한 무기체계의 부품을 공급하는 협력기업을 효율적으로 관리하는 것이 필요한데, 이는 해당 협력기업이 도산하게 될 때 부품 단종 문제가 발생할 수 있기 때문이다. 이러한 경우 소위 동류 전환이라 불리는 ‘부품 돌려 막기’식 정비가 발생하고 이에 따라 무기체계 유지․보수의 효율성이 저하됨으로써 군 전력을 저해하는 요소로 작용할 수 있다(성윤필과 성시일, 2015). 따라서 고품질 무기체계를 확보하고 공급망 내부에 잠재되어 있는 품질 저해 요소를 해소하기 위해 국방 분야에서도 공급망 품질경영(Supply Chain Quality Management, 이하 SCQM)의 개념과 기법에 대한 연구가 필요하다.
현재까지 SCQM에 대해 다양한 연구가 진행되었다. Robinson과 Malhotra (2005)는 SCQM을 공급망 내부의 모든 기업들 간의 비즈니스 프로세스의 통합, 즉 중간 고객 및 최종 고객에게 가치와 만족을 주기 위해 제품과 서비스를 평가하고 끊임없이 향상시키는 과정이라고 정의하고 있다. Foster(2008)는 공급자와 고객을 연결함으로써 발생하는 기회를 활용하여 성과를 향상시키는 시스템 기반의 접근법이라 정의하고 있으며, 김태규와 현완순(2011)은 최종 고객에게 제공되는 제품 및 서비스의 품질을 향상시키기 위해 이루어지는 공급망 주체 간의 협업 활동이라고 언급하고 있다.
이와 같이 민간분야에서는 SCQM을 기업의 경쟁력 강화와 동반성장을 위한 핵심 이슈로 다루고 있다. 하지만 국방 분야에서는 군수품 생산업체에 대해 SCQM의 적용 및 분석에 대한 토의가 이루어지고 있지 않으며 관련 규정이나 SCQM 수준 측정을 위한 모형이 없는 상황이다. 따라서 이 연구는 국방 분야에 SCQM 모형을 도입하여 군수품의 품질 수준을 제고하고자 2014년과 2015년 국방기술품질원의 주도하에 수행한 SCQM 모형 개발 및 수준 측정에 대한 연구를 다루고 있다. 우선 민간분야에서 연구한 SCQM에 대한 문헌을 살펴보고 기존 모형을 참고하여 국방 SCQM(D-SCQM) 모형을 개발하였다. 또한 개발한 모형을 실제 현장에 적용하여 분석을 수행하였으며, 분석한 결과를 바탕으로 체계업체와 협력기업 간 심층 인터뷰를 진행하였다. 이를 통해 군수품을 생산하는 체계업체와 협력기업에 대한 실태를 파악하고 공급망 내에 존재하는 다양한 문제점을 식별한 후 해결책을 도출하였다.
이 연구의 구성은 다음과 같다. 2장에서는 D-SCQM 수준 측정 모형 개발을 위한 선행 연구 및 기존의 모형을 정리·고찰하고, 이를 기반으로 3장에서는 D-SCQM 수준 측정 모형을 제안하고 있다. 4장에서는 3장에서 제안한 모형을 바탕으로 실제 조사에 적용해 본 결과를 분석하고, 5장에서는 결론과 향후 연구 방향을 제시한다.

2. 문헌연구 및 기존 모형에 대한 고찰

2.1 문헌연구

공급망이란 공급자부터 제조, 운송·보관, 유통·판매 그리고 최종 소비자에 도달하는 과정을 포함한 연쇄 구조이며(Wisner, 2012) 공급사슬관리(Supply Chain Management)는 서비스 수준을 만족시키면서 전반적인 비용을 최소화할 수 있도록 제품이 약속된 장소와 시간에 정확하게 도착하도록 하여 생산과 유통을 효율적으로 할 수 있도록 공급자와 제조업자, 창고·보관업자 그리고 소매상 등을 효율적으로 관리하는 방법이다(김태규와 현완순, 2011). 한국표준협회(2009a, 20009b)에 따르면 SCQM은 기존의 공급사슬관리에서 한 단계 더 나아가 품질 측면에서 공급망을 다루는 방법으로 정의하고 있으며, 제품의 품질은 해당 제품의 공급망에 참여하는 모든 기업들의 산출물에 기인한다고 언급하고 있다. 따라서 최종 체계업체 혹은 공급망에 참여하는 개별 기업의 노력만으로는 품질 향상의 한계가 있기 때문에 공급망에 참여하는 모든 기업의 품질 향상 노력이 필요하다. 이러한 SCQM에 대한 주요 연구자별 연구를 살펴보면 다음과 같다.
Vonderembse와 Tracey(1999)는 공급자 선정 기준이 적합하고 공급자가 제품 개발에 참여할 때에는 공급자의 성과가 향상되는 동시에 구매자의 성과로 이어지는 것을 입증하고 있다. Kuei와 Madu(2001)는 성과가 높은 조직의 경우 고품질 시스템을 내부에 보유하고 있기에 원가 절감이 용이하다고 언급하고 있으며, Kuei et al.(2001)은 중간 관리자의 인식을 바탕으로 SCQM의 실행 수준을 세 그룹으로 분류하고, 수준이 높은 SCQM을 실행하는 조직일수록 수준이 낮은 조직에 비해 생산성과 매출 그리고 순이익이 높다는 결과를 제시하고 있다. Bandyopadhyay와 Sprague(2003)는 미국 제조업체를 대상으로 SCQM에 대한 조사를 수행하였으며, 그 결과 SCQM이 기업의 품질과 경쟁력에 긍정적인 영향을 주고 있음을 제시하고 있다. Lin et al.(2005)은 홍콩과 대만의 기업을 대상으로 SCQM을 분석하였는데, 핵심적인 평가 요소로 공급망 내부의 품질 및 실행, 공급자의 참여와 선택이 중요하며 SCQM이 개별 기업의 자체적인 품질 개선 활동보다 중요하다고 언급하고 있다. Luca et al.(2010)은 공급망 내부의 품질경영활동을 지원하기 위한 성과측정 시스템(Performance Measurement System)을 제안하고 있다.
김태규와 현완순(2009)은 SCQM을 수행한 결과 모기업의 경우 기계업종이 14.8%의 성과 향상을 이루었으며, 협력사의 경우 매출 규모가 작을수록 성과 향상의 평균치가 크게 증가함을 보여주고 있다. 박지영 등(2011a)은 모기업과 협력기업의 SCQM 활동이 기업의 성과에 미치는 영향을 분석하고 있으며, 오수정 등(2013)은 자료포락분석(Data Envelopment Analysis) 기법을 적용하여 47개 모기업과 250개 협력기업 간의 SCQM에 대한 효율성을 분석하였으며, 그 결과 SCQM의 효율성이 약 80% 수준(모기업 80.37%, 협력기업 79.05%)인 것을 언급하고 있다. 또한 모기업과 협력기업의 효율성에 영향을 미치는 요인이 서로 상이하기 때문에 이를 개선할 필요가 있다고 제안하고 있다.

2.2 기존 모형에 대한 고찰

한국표준협회(2009a and 2009b)는 SCQM 모델 및 공급망 품질협력지수(Quality Collaboration Index for Supply Chain Management, QCI-SCM)를 제시하고 있다. QCI-SCM은 모기업과 협력기업 간의 협력 관계를 평가하기 위해 개발된 지표로써 이 평가 지표는 기반, 협력 프로세스 그리고 7대 프로세스 성과로 구성되어 있다(<Table 1>참조).
다음으로 동반성장위원회는 동반성장 지수(Shared Growth Index, SGI)를 제안하고 있다. 이 지수는 대기업과 중소기업 간 동반성장을 촉진하기 위해 모기업과 협력기업의 동반성장 수준을 평가하여 계량화한 지표이다. 이 지표는 중소기업의 대기업 별 체감도 조사 결과와 대기업의 동반성장 협약 이행 실적에 대한 평가를 합산하여 SGI를 산출한다. 이 지수의 주요 평가 내용은 <Table 2>와 같다.
QCI-SCM과 SGI 모형을 비교․분석한 결과는 <Table 3>과 같다.
우선 기존 모형들은 대기업 위주의 프로세스 특성에 집중하고 있기 때문에 국방 분야에 바로 적용할 경우 방산업체의 대부분을 차지하는 중소기업이 상대적으로 낮은 평가를 받을 수 있다. 이에 따라 중소기업에 대한 평가 결과가 왜곡될 수 있으며, 체계업체와 협력기업의 품질경영 특성이 다름에도 불구하고 동일한 평가 기준을 적용하는 것은 개선점과 시사점의 도출 측면에서 기업의 경영 특성을 반영하지 못하는 문제가 있다. 즉 원(부)자재 생산을 담당하는 협력기업과 체계를 조립하는 기업은 업무 절차가 상이하고 업무 목표가 다르기 때문에 품질 및 장비, 물류 그리고 경영전략 부분의 주안점이 다른데 이러한 점이 평가 결과로 도출되기 어려울 수 있다. 더 나아가 기존 모형은 평가 결과에 따른 원인 분석이나 개선 방안 도출과 같은 일련의 조치에 대한 고려가 부족하기 때문에 SCQM 평가의 근본적인 취지를 살리기 어려울 수 있다.

3. D-SCQM 수준 측정을 위한 모형 개발

D-SCQM 수준 측정 모형 개발을 위하여 기존 모형의 평가 지표를 비교·분석하여 공통 지표를 선정하였다. 공통 지표 선정을 위해 SCQM 모형인 QCI-SCM과 동반성장위원회에서 대·중소기업 간 협력 수준 평가를 위해 개발한 SGI를 비교·분석하였으며, 분석 결과를 개념의 일치 및 부분 일치 그리고 불일치의 유형으로 나눈 후 공통지표를 선정하였다(Hafeez et al.(2006) 참조). 이를 통해 기반, 협력, 성과라는 지표를 우선적으로 도출하였으며, 이 중 개념의 일치로는 기반과 협력, 부분 일치는 성과 평가로 구분하였다. 그 후 전사적 품질경영(Total Quality Management, 이하 TQM) 연구자들의 TQM 핵심지표 선정 시 사용된 피인용 횟수 등을 일부 변형·응용하여 DSQ 기반, DSQ 지원, DSQ 실행 그리고 DSQ 성과라는 범주 안의 세부 지표를 도출하였다. 이 중 DSQ 지원과 DSQ 실행은 앞선 결과인 협력을 세분화한 지표이다. 이렇게 도출된 세부 지표는 기존의 QCI-SCM이나 SGI의 평가 분류를 방위산업계의 현실에 맞게 세분화한 것이며, 또한 각 세부 지표는 체계업체와 협력기업 간에 동일한 유형의 문항을 사용하여 상대적인 관점에서 SCQM에 대한 인식 차이를 확인하고 있다. 이러한 방법을 통해 기존 SCQM 평가 모형과 달리 체계업체의 평가 결과에 협력기업 및 전체 평가 결과가 영향을 받는 점을 최소화하였다. 또한 설문 조사가 끝난 후 심층 인터뷰를 수행하여 해당 문제에 대한 해결점을 모색한다는 점에서 기존 모형의 평가 후 평가 취지를 살리기 어려운 한계를 개선하였다. 이러한 D-SCQM 측정 모형의 지표(DSQI)는 <Table 4>에 나타나 있다(<Table 4>에서 모기업은 customer, 협력기업은 suppliers로 표기함).

4. D-SCQM 수준 측정 결과

이 연구에서 제안한 모형을 기반으로 국방기술품질원 주관 하에 2015년 10월 20일 4개 체계업체와 20개 협력기업을 대상으로 D-SCQM 조사 및 심층 인터뷰를 진행하였다. 4개 체계업체는 각각 항공과 유도무기, 기동장비 그리고 탄약 분야 기업이며 각 분야별로 5개의 협력기업을 선정하였다. 조사 방법은 개별 기업의 대표 1명씩을 초청하여 진행하였으며, 체계업체와 협력기업의 대표들은 서로 독립된 공간에서 설문 문항을 작성함으로써 설문 조사 결과의 왜곡을 최소화하였다. 또한 설문 문항은 각 항목별로 리커트 5점 척도를 적용하여 결과를 산출하였으며, 산출된 결과를 바탕으로 체계업체와 협력기업을 분리하여 심층 인터뷰를 진행하였다. 비교적 적은 수의 업체가 조사 대상으로 선정되었기 때문에 분야별 업체명을 밝히지 않고 A, B, C, D로 표기한 점에 독자들의 양해를 구한다. 그래프의 실선은 협력기업의 관점에서 바라본 체계업체의 수준과 협력 수준, 만족도 등을 의미하며 점선은 체계업체의 관점에서 바라본 협력기업의 수준을 의미한다.
<Figure 1>는 A 분야에 대한 중분류별 결과를 보여주고 있다. A 분야의 경우 DSQ 기반 부분에 대해서는 체계업체와 협력기업 간의 인식차가 크지 않음을 알 수 있다. 하지만 지원 부분에 대해서는 협력기업이 체계업체에서 제공하는 자금 및 교육 그리고 설비 등에 대해 불만족하고 있음을 알 수 있으며 이에 대한 개선이 필요함을 식별할 수 있다. 따라서 해당 부분에 대한 심층 인터뷰를 진행한 결과 체계업체와 협력기업 모두 담당 인원의 증원 등을 고려해야 한다는 결론을 얻을 수 있었다. 또한 성과 부분에서는 인재 육성 프로그램을 상호 협조 하에 운영할 수 있도록 절차를 수립해야 한다는 점을 도출할 수 있었다.
B 분야의 협력기업들은 자금 지원과 물류, 설비 그리고 생산성 부분에서 체계업체의 지원이 부족하다고 생각하고 있는 반면 체계업체는 체계업체가 제공하는 교육 등에 대한 참여가 부족하며 협력을 위한 커뮤니케이션이 부족하다고 인지하고 있다(<Figure 2> 참조). 커뮤니케이션 부분에서는 정보 공유 절차를 개선해야 한다는 사실을 쉽게 식별한 반면 체계업체에서 지원하는 교육에 대한 불참은 협력기업의 인원 부족에서 기인한다는 점을 확인할 수 있었다. 또한 품질에 대한 인식 차이도 큰데 이 역시 인원 부족에 기인한 것으로 확인되었다.
<Figure 3>은 C 분야에 대한 결과를 보여주고 있다. C 분야 역시 B 분야와 마찬가지로 협력기업은 체계업체의 자금 지원이 부족하다고 평가하고 있으며 정보 공유의 부족으로 인해 체계업체의 품질경영활동에 대한 이해도가 낮다고 평가하고 있는 반면, 체계업체는 협력기업의 생산 관련 절차가 열악하며 체계업체에서 지원하는 기술 지원 활용이 부족하다고 평가하고 있다. 기술 지원 부분에 대해 협력기업은 체계업체에서 제공하는 사전 교육의 필요성을 언급하였고 체계업체는 관련 사항을 검토한 후 필요한 절차를 수립해야 한다는 결론을 얻을 수 있었다.
D 분야의 경우 협력기업은 체계업체의 SCQM 활동과 정보 체계 보안 부분에서 공급망에 효율적으로 참여하기 어렵다고 평가하고 있으며 체계업체의 자금 지원과 물류 지원 그리고 구매 과정에 대해서도 문제점이 있다고 인식하고 있는 반면 체계업체는 협력기업의 생산 절차에 문제가 있으며 이에 따라 품질 문제가 발생하고 있다고 판단하고 있다(<Figure 4> 참조). 이러한 인식 차이 및 협력기업의 애로사항을 해결하기 위해 협력기업 지원 시스템의 개선이 필요하며 협력기업은 생산 프로세스 관리 및 품질보증 인원의 충원 및 역량 강화가 필요함을 도출할 수 있었다.

5. 결론 및 향후 연구 방향

이 연구는 방위산업에 종사하고 있는 기업을 대상으로 SCQM의 효율 분석을 위한 D-SCQM 수준 측정 모형의 개발을 다루었다. 이 연구에서 개발한 D-SCQM 모형은 기존의 연구 문헌과 QCI-SCM 그리고 SGI를 참고하여 국방 분야에 적합하도록 개발되었으며, 제안된 모형을 사용하여 4개 체계업체와 20개 협력기업에 대한 설문 조사 및 심층 인터뷰를 진행하였다. 심층 인터뷰를 진행한 결과 다음과 같은 공통 사항을 추출할 수 있었다. 우선 협력기업은 공통적으로 자금과 교육, 물류 및 설비에 대한 체계업체의 지원 강화를 원하고 있으며 체계업체의 경우 협력기업의 인력 충원 및 체계업체가 제공하는 교육의 참여 활성화 등을 원하고 있는 것으로 나타났다. 나타난 문제 중 일부는 방위사업관리규정 등 정부 규정의 제정 및 개정을 통해 해결할 수 있을 것이며 인력 충원 같은 산업구조상의 문제는 시간을 두고 다른 해결책을 모색해야 할 것이다.
이 연구에서 제안한 D-SCQM 수준 측정 도구는 SCQM의 평가 도구가 아닌 개선 도구로 인식하고 활용해야 한다. 따라서 제안된 모형을 활용하여 공급망 내부의 전반적 협력 수준 및 실행 요소 별 실행 수준을 평가하고 협력 요소 별 인식의 차이를 이해해야 하며 평가 지표에서 드러나지 않은 현장에서 체감하는 협력 저해 요소를 파악해 방위산업 참여 기업 간의 협력 수준을 정확히 진단한 후 개선 방안 도출을 통한 실질적인 개선 활동을 수행해야 한다. 즉, 이 연구에서 제안한 모형은 SCQM의 수준 향상을 지원하는 도구로 활용되어야 한다.
향후 연구 방향은 다음과 같다. 이 연구에서 제안한 모형은 다양한 분야를 대표하는 소수의 공통적인 측정지표만 포함하고 있다. 하지만 소수의 측정지표만으로는 무기체계별로 다양한 방산업체의 특수성을 반영하기 어렵다. 따라서 분야별 특성, 즉 기업 유형, 규모, 계약 형태, 주요 제품 등을 고려한 SCQM 모형 개발에 대한 추가적인 연구가 필요하다. 또한 이 연구에서 도출된 결과는 소수의 업체를 대상으로 진행한 결과이므로 다수의 업체를 대상으로 추가적인 조사가 이루어져야 한다. 이를 통해 국내 국방 분야의 SCQM 수준을 측정할 수 있을 것이며 효율적인 정책 개발에 기여할 수 있을 것이다.
